Former UJ Professor Arrested On Fraud Charges

A former professor and council chairperson at the University of Johannesburg (UJ), Roy Marcus, found himself in police custody over the weekend. His arrest was in connection with an alleged fraud scheme that cost the institution approximately R14 million. Marcus, along with two associates, is accused of orchestrating an elaborate embezzlement operation by submitting and approving fraudulent invoices prior to 2017.

Roy Marcus, once a prominent figure at the University of Johannesburg, surrendered to the authorities on a Friday, facing allegations of defrauding the university. The accusations against him and his co-conspirators center around a complex web of deceit involving bogus invoices that resulted in significant financial losses for the institution. The Hawks, South Africa’s Directorate for Priority Crime Investigation, have been diligently piecing together this case.

It is believed that Marcus collaborated with Andries van Schoor, a former vice chancellor of finance at UJ, in this elaborate fraud scheme. The modus operandi involved the submission of invoices for services that had never been performed by the university’s designated service provider, Investment Corporation. The third individual implicated in this matter is Adreas Spilhaus, who serves as the director of Investment Corporation. Together, they allegedly manipulated the university’s financial processes for their gain, causing substantial financial harm.

Hawks spokesperson Katlego Mogale has stated that Marcus played a pivotal role in this fraudulent operation. Notably, he approved invoices without adhering to proper authorization procedures. This breach of protocol raised serious questions about Marcus’s delegation of authority within the university and, in turn, violated the code of conduct governing the University of Johannesburg. By failing to exercise due care and skill and not acting in the best interests of the university, Marcus and his associates allegedly misrepresented themselves to the institution.

As the legal proceedings unfold, the trio is expected to appear before the Palm Ridge Magistrates court on December 4, 2023. The court’s decision will determine their fate and the severity of consequences they may face for their alleged wrongdoing.

The implications of this case extend beyond the financial losses incurred by the University of Johannesburg. Such allegations of corruption and fraud within educational institutions can severely damage their reputation and credibility. It erodes trust not only in the individuals involved but in the entire system of governance and oversight. For a university to serve as a center of learning and knowledge, it must uphold the highest ethical standards.

The University of Johannesburg, like many educational institutions worldwide, relies on the trust of its stakeholders, including students, faculty, staff, and the public at large. Instances of fraud and misconduct threaten this trust and can lead to long-term consequences. Therefore, it is crucial for universities to take swift and decisive action in cases like these to demonstrate their commitment to upholding ethical standards and accountability.

The arrest of Roy Marcus, the former council chairperson of the University of Johannesburg, along with his alleged accomplices, highlights the severity of the allegations surrounding a multi-million Rand fraud scheme. The use of fraudulent invoices and the manipulation of financial processes have not only caused significant financial damage but also raised concerns about the integrity and ethical standards within the institution.

As the legal proceedings unfold and the accused individuals face the court, the implications of this case resonate far beyond financial losses. It underscores the importance of upholding ethical standards in educational institutions and maintaining the trust of all stakeholders. The University of Johannesburg’s commitment to accountability and transparency in addressing such allegations will be closely observed by the community and the academic world. The outcome of this case will determine the extent to which the university can restore its reputation and reaffirm its dedication to ethical governance.
